Companion to pytorch/pytorch#203464

Description

torch.distributed.rpc is being deprecated for removal in a future PyTorch version (pytorch/pytorch#203464, which should land first). Delete all RPC tutorials (getting started, parameter server, batch async execution, RPC + DDP, RPC profiling), their thumbnails and index/landing cards, and a stale card for the already removed cuda_rpc recipe. Redirect the deleted pages to the RPC docs page, which lists alternatives once the pytorch PR lands. Existing deprecation stubs (recipes/distributed_rpc_profiling, dist_pipeline_parallel_tutorial) are left as is.

Lines: +7/-1985, docs only, no tests.

Test plan: git grep finds no references to the deleted pages outside redirects.py; lintrunner -m main clean. Full doc build left to CI.

torch.distributed.rpc (TensorPipe agent, RRef, dist autograd, DistributedOptimizer, RemoteModule) has had no feature work in years and its upstream TensorPipe dependency is unmaintained. Deprecate it for removal in a future version; the RPC docs list alternatives.

`init_rpc`, the entry point for all RPC APIs, emits a once-per-process `FutureWarning`. The RPC docs replace the "stable and in maintenance mode" and CUDA beta warnings with the deprecation notice, the RPC design notes and `DistributedOptimizer`/`RemoteModule` docstrings get deprecation notes, the broken rST link in the MyST note is fixed, and links to the RPC getting started tutorial (being deleted in pytorch/tutorials#3994) are removed. The CUDA beta warning is dropped with the other warnings; RPC CUDA caveats (no JIT/profiling) are no longer called out.

Lines: +41/-9 implementation and docs, +37/-17 test.

Test plan:

`test_init_rpc_twice` now asserts the first `init_rpc` warns and the second does not, and that it warns again with warn_always enabled.

```
python -m pytest test/distributed/rpc/test_tensorpipe_agent.py -k "test_init_rpc_twice or test_init_rpc_then_pg or test_remote_module or test_dist_optim"
lintrunner -a
```
