Bump turbo to 2.11.10 (#100549)

## Summary

Bumps turbo from 2.11.7 to 2.11.10 to pick up the fix for
vercel/turborepo#14668, which is believed to
cause CI hangs such as
https://github.com/vercel/next.js/actions/runs/39653289579/job/119407185916.

Updated:

- `turbo` devDependency in the root `package.json` (+ `pnpm-lock.yaml`,
turbo / `@turbo/*` entries only)
- `TURBO_VERSION` in `.github/workflows/build_and_deploy.yml`,
`build_reusable.yml` and `trigger_release.yml` (used by every `pnpm dlx
turbo@${TURBO_VERSION}` call, including those in `build_and_test.yml`)

## Verification

- `pnpm install --frozen-lockfile --ignore-scripts` (lockfile up to
date)
- `pnpm turbo --version` → `2.11.10`
- Whether the hang is resolved can only be confirmed in CI
